Overview: Internal Revenue Service (IRS) Tax-Exempt and Government Entities Commissioner Steven Miller, in a January 12 speech on community benefit and nonprofit hospitals, said that changes in the health care industry over the last 40 years raise the question of whether the current community benefit standard adequately distinguishes between nonprofit and for-profit hospitals. One of the IRS goals in redesigning the Form 990, according to Miller, is to contribute to a review of the community benefit standard through more consistent reporting.
