Overview: Benchmarking is the process of evaluating and measuring organizational processes and systems against those that are rated best in the industry. A benchmark is a best rated organizational practice. Performance standards are benchmarks that spell out the maximum reachable performance level in different areas. They are used to measure quality or performance of a program. The paper examines performance standards and discusses the process of setting the same.
