Overview: Recent procurement reform initiatives aimed at reducing the “red tape” and bureaucracy in the Government’s acquisition process have led to a dramatic growth in the use of the General Services Administration’s (GSA) federal supply service schedule. The GSA schedule works like a catalog. Federal agencies order products and services through the schedule at renegotiated prices and pay vendors directly. The schedule enables federal agencies to buy commercial items quickly and efficiently, and with the benefit of the Government’s high volume purchasing power. The paper discusses the concerns raised by industry and Government alike on the proposed changes in the GSA schedule.
