Overview: Talking about export state trading enterprises, the article says that members of the Export State Trading Enterprises shall not restrict the right of any interested entity to export, or to purchase for export, agricultural Products. No special financing privileges, including government grants, loans, loan guarantees, or underwriting of operational costs shall be granted to state trading enterprises that export for sale, directly or indirectly, a significant share of the respective Member's total exports of an agricultural product. It also tells that WTO Members should develop disciplines for officially supported export credit, credit guarantee, loan, and insurance programs. It is difficult to weigh the complications that may arise from market displacement against the needs of the politically underpowered populations struggling against hunger every day. Many of the concerns expressed by some countries at the WTO are addressed by existing agreements. All members of the WTO should consider the potential consequences of adding layers of oversight and review before implementing further disciplines on the delivery of food aid. Export credit definitions have become an important part of the article where it is said that these disciplines should cover any support provided by or on behalf of governments in respect to export credit, credit guarantee, loan and insurance programs, including refinancing, and interest rate support, and all other forms of government involvement--direct and indirect.
