Overview: In the 1996 Regular Session of the Legislature Act 96-539 was enacted. Act 96-539 was later codified as Section 16-5-15 of the Code of Alabama. The Alabama Commission on Higher Education, working with representatives from institutions of higher education, developed a reporting format to be used by the institutions in reporting their capital project request. This format was revised this year as part of the Commission on Higher Education’s project to examine all data collection formats. This change resulted in a more efficient manner of submission, new categories and revised definitions. Each individual institution’s submission is on file at the Alabama Commission on Higher Education. These reports go into more detail about each Immediate and Intermediate Capital Requirements project. Estimated cost net and gross square footage are detailed in these reports. A brief statement of justification for the project is also included for each project.
