Overview: In the wake of September 11 and the anthrax mailings that have since taken lives in several cities and disrupted the work of all three branches of the federal government in Washington, local preparations for disasters of all types and on all scales have been given the highest priority, and guarding against terrorist acts, in particular, are recognized as a critical need. Efforts to strengthen comprehensive emergency management plans have redoubled and there have been major deployments of police and other local public safety resources.
