Overview: Emergency management is considered a complex and difficult process. In truth, it is a simple process engaged in by all individuals, groups and communities. Coordinated emergency response can also be a simple process, so long as communities capitalize on common ground. Emergency management is a continuous process by which all individuals, all groups, and all communities manage hazards and the effects of emergencies or disasters. The process involves mitigation and preparedness (pre-event/event) and response and recovery (event/post-event). Actions taken depend in part on perceptions of risk and event-generated need(s); effectiveness depends in part on how well activities are integrated. Activities at each level (individual, group, community) affect the other levels.
