Overview: Many individuals knew about critical risk elements regarding vulnerabilities in national and airport security, existing disaster response systems and the ability of airline staff to cope with emergency situations. The participants involved in the risk management of those events included immigration officials in the United States and elsewhere, law enforcement personnel at the local, state and federal levels, government officials in a wide range of departments, international intelligence agencies, flight instruction personnel, ground and security staff at airports and passengers on the affected flights. But these individuals had no means to communicate and consolidate the available risk information. The paper different dialects of risk management.
