Overview: Looking beyond national security to corporate governance, especially in the United States, problems created by the numerous national, state and local risk management groups were central to many of the recent scandals. Article essays that the absence of a common risk language and the proliferation of non-communicating risk management groups are at the root of many of the national and corporate breakdowns over the past decade. Little progress has been made toward solving these problems. It adds that risk management deficiencies are also rampant on the corporate level.
