Overview: The panel's decision will discourage the establishment and continuation of private pension plans. The Panel has created grave concerns for the many APPWP members with cash balance pension plans in finding that lump sum payments under cash balance plans must be calculated by applying the appropriate discount rate to the normal retirement benefit, and the normal retirement benefit under all cash balance plans necessarily must be interpreted to include interest credits to age 65 regardless of when benefits actually commence.
