Overview: "The article is not oopposed to individuals investing in the stock market and might even be receptive to a proposal -- such as that made nearly 20 years ago by the President's Commission on Pension Policy, to require individuals to make their own investments -- so long as these are in addition to and not instead of regular of Social Security benefits. The important principle is to retain Social Security as the first leg of the three-legged stool. If benefits are cut, the first leg won't be able to bear its weight."
