Overview: This paper seeks to examine some institutional causes of “executive policy unreliability”, the term used to elaborate the phenomenon of government promise-breaking, and to set out what is known about technical interventions that can, in some, but certainly not in all circumstances, assist. The paper identifies the content of such government promises, the extent to which these succeed or fail, as well as the importance for such promises to prevail. Practical options are also illustrated to improve policy reliability, by strengthening external policy management arrangements, and the analytical capacity of parliaments/legislatures, and audit institutions.
