Overview: The case study says that even in the current economic environment, Employment Policy Foundation (EPF) research forecasts a labor and skill shortage of up to 35 million by 2030. Failure to eliminate the shortage will result in slower economic growth and a lower standard of living than otherwise would be expected. Phased retirement is an important strategy to meet the labor and skill shortfall. The study found that older worker also benefit under phased retirement programs. With Americans living longer and healthier lives, many retirees have begun to seek out employment.
