Overview: The HR officials at DEPARTMENT OF COMMERCE, OFFICE OF DOMESTIC OPERATIONS (ODO), U.S. COMMERCIAL SERVICE organized management, quality and efficiency programs to increase employee’s knowledge and organizational effectiveness. ODO determined that approximately 35 percent of its labor hours were being spent on tasks and activities that did not directly its mission of increasing exports of U.S. goods and services. ODO sought help to reduce the percentage of its workforce’s time spent on administrative work and thereby increase the amount of time that could be invested in direct mission accomplishment work.The article includes the growth of ODO.
