Overview: The United States Department of Labor (DOL) has proposed regulations that clarify the various notice requirements of the group health plan continuation mandates provided under the Consolidated Omnibus Budget Reconciliation Act (COBRA). The new guidance comes 17 years after the enactment of COBRA and is intended to be effective for plan years beginning in 2004. This article covers some of the proposals like initial notice (now referred to as the “general notice” by DOL, qualifying event notices employers must provide to plan administrators etc.
