Overview: A study was conducted to find out whether, and under what conditions, decisions could be made that focused on the welfare of the region rather than just on the parochial interests of individual jurisdictions and players. It was found that, eight years after the Partnership was formed, some of its promise has been realized as the region has come together politically to support a package of projects in a consensus-based way to assure the maximum funding to the region. New spin-off partnerships were built, agreements were made on a few difficult questions, and new ideas and programs were developed.
