Overview: Offshoring of business services has become an important issue in the United States. In this paper the author present a detailed case study of how several firms in an automotive supply chain design windows and windshields, a process in which work is handed back and forth between the US and India on a daily basis. The authors discuss such issues as, how does the nature of interfaces affect the outcomes of an offshoring initiative? How are relationships with offshore firms and workers governed? Do firms choose the nature of interfaces, governance, and location in ways that maximize profits and/or social welfare? How does the governance of the relations between the firms affect outcomes for workers?
