Growing R&D Collaboration Of Japanese Firms And Policy Implications For Reforming National Innovation System

Overview: Japan's innovation system is often characterized as one dominated by in-house R&D by large firms, but recently, more and more firms are involved in R&D collaborations due to the vigorous international innovation competitions and the increasing complexity of R&D. This paper examines the role of SMEs in this such change, by performing quantitative analyses using R&D External Collaboration Survey. First, it is found that SMEs have gained high R&D productivity through university industry collaborations. Although the absorptive capacity of a firm is critical in order to apply the results of fundamental research conducted by universities to the R&D activities of the firm, small firms, or new technology-based firms, have been successful in UICs due to its focus on activities that are linked such as product development.
