Overview: This framing paper begins with a discussion of the public policy pressures that have created the demand for state accountability systems, with a particular focus on the appetite for public measures of student learning outcomes. It then turns to questions of vocabulary, and defines how several terms will be used in this discussion. Some of the lessons that are beginning to emerge from state efforts to build accountability systems are described. A typology is presented of the predominant models for assessment in higher education, and some of the problems of connecting internal assessments with public accountability measures are described.
