Overview: Nowadays fast changing world, the Information and Communication Technology (ICT) revolution and globalization have become powerful forces in boosting economic growth and competitiveness across nations. Technology offers the hope of helping countries use the economies of scale generated by information advances to cut costs while also improving productivity and service delivery. By lowering per unit costs of operations, the public sector can produce the same (or higher) output through lower spending and less time. In this paper, we examine the potential for ICT in Vietnam to improve that country's efficiency and effectiveness in terms of public sector performance and as a strategic tool for national competitiveness.
