Overview: Evidence shows that not only the agricultural productivity of high-income countries is much higher than that of low-income countries but also the divide has widened in the last decade. This paper attempts to explain this phenomenon by focusing on the role of governance infrastructure in determining agricultural performance and its growth. Paper begins with an examination of the literature on governance and economic performance, based upon which the effects of governance on encouraging investments, reducing transaction costs, providing complementary public goods and services, and implementing sound economic policies are emphasized. The authors take advantage of various cross-country databases to reveal the expanding divide of agricultural productivity between rich countries and poor countries, and to systematically examine the effects of governance on agricultural productivity.
