Overview: Arguments justifying the existence of local government in Britain tend to be based on expedience that favours the interests of government as a whole rather than on arguments that the Institution should exist irrespective of the interests of central government. Similarly, the related arguments concerning the functions that ought to be performed by local governments have revolved around expediential issues of efficiency or government stability rather than a more robust ethical base. This paper will develop an ethical justification for local government in Britain based on established liberal theory and analyse the practical implications of this justification for the structure and functions of the British system of local governance.
