Overview: Outsourcing has become a popular approach to cost savings and productivity improvements in state government. State IT organizations are in the best position to determine when and how to deploy offshore resources having dealt with this issue recently in support of Y2K remediation efforts. This paper helps states make the right decisions regarding outsourcing, both offshore and domestically by answering the following question: What are strategic goals, and does current IT organization have the capabilities to achieve them?
