Overview: Outsourcing has become a popular approach to cost savings and productivity improvements in state government. State IT organizations are in the best position to determine when and how to deploy offshore resources having dealt with this issue recently in support of Y2K remediation efforts. This paper helps states make the right decisions regarding outsourcing, both offshore and domestically by answering the following question: What are strategic goals, and does current IT organization have the capabilities to achieve them? What policy considerations or constraints exist in state? Does this type of outsourcing fit with organization's culture? What type of business relationship does government want to have with the private industry? What IT capabilities are core to government's mission and operations?.
