Overview: E-government and its partner in the electronic age, e-participation, have over the course of the past decade moved from concept to reality, at least at some level, and in the last few years moved from much talked about curiosities to subjects of serious inquiry. The general purpose of this paper is to frame some of the key issues, opportunities and challenges for the UN (United Nation) Global E-Government Readiness Program as it moves into its next phase of development. The specific purpose within that context is to serve as a departure point and frame the discussions related to e-government and e-participation during the two day Workshop on E-Participation and E-Government: Understanding the Present and Creating the Future.
