Overview: This paper deals with the decentralization reform which has been adopted in many countries. There are two parts; the first one presents the theoretical overview of decentralization and local governance and the second analyses the Japanese decentralization reform. The keynote of this paper is that the main purpose of decentralization is not decentralization itself, but the development of local good governance. One of the most important issues in the government reform is how to establish local good governance in the decentralized system.
