Overview: Governments often react rather than anticipate changes in society. In the past two decades rapid advancements in technology have driven governments to respond with legislation that validates or promotes new behavior with regard to internal and external communication between governmental agencies, private enterprises and constituents. This paper will examine the most prominent legislation that has impacted mail volumes. However, since the effects of non-postal regulation on mail volumes are difficult to measure, some impacts will be descriptive or based on estimates. Most attention will be paid to legislation that deals with the use of electronic communications, but other regulations will also be addressed.
