Overview: Asset management is an emerging set of tools and skills that can help managers of transportation facilities make better maintenance and investment decisions. Since local governments own and operate 78 percent of the streets and roadways in the nation, most of the airports and most of the transit systems, some effort must be made to determine how local officials are progressing in the use of asset management. To this end a telephone survey was conducted with 40 small- and medium-sized cities. Officials in these cities were asked about their practices in defining system performance goals; in planning and programming; in the collection, storage and use of data; in program implementation; and in program monitoring.
