Overview: The purpose of this paper is to assess the efficacy of current federal government policies toward inbound foreign direct investment. At first glance there would not appear to be much of an issue. While there are huge new investment opportunities in transition economies, Canada remains a relatively safe and attractive place to invest. Foreign ownership restrictions are confined to a few industries and the foreign investment review process generally applies only to larger investments and is said to be perfunctory in any event. Concern over the investment climate, whether for foreign or domestic investors, might more properly be focussed on tax and regulatory policies.
