Overview: Many Software Process Improvement (SPI) programs fail to deliver the benefits they promise. This is usually due not to bad new processes being created, but to a lack of adoption of the new processes. Many papers have been written about reason for lack of adoption. One element that is missing in this paper is the capacity of organization to adopt more changes. Often organizations implement many changes in parallel, hoping to achieve an accumulated benefit. The authors conjectures that in many cases less is more - concentrating on implementing a few changes well yields more benefits than implementing a lot of changes less well. This paper presents a model to analyze and measures adoption of processes and some practical techniques to support adoption of processes.
