Overview: The purpose of this white paper is to evaluate the comparative efforts (based on IT development and support time) that are required to build a portal using WebSphere Portal software or to develop that same portal using a custom Java 2 Platform, Enterprise Edition (J2EE) technology-based framework approach. To create a portal, one must build its portlets while considering two other layers of functionality: the foundation layer holding services, and an administration interface that can maintain the portlets in addition to the overall look and feel and security of the portal.
