Overview: This paper explores the objectives and organisation of social security policy making under the Labour government since 1997. Using the concept of 'Governance' as a framework, the paper explores policy developments in two areas. The first concerns the government's policy goals and the key principles underpinning them. These include the construction of social security as support rather than protection; the conflation of security with work; the reconfiguration of rights and responsibilities; the emphasis on contractualisation and monitoring behaviour; and the pursuit of 'selective universalism'. The second area concerns the operational side of social security policy making and especially the ways in which the organisation and management of policy delivery has altered.
