Overview: Beginning in the early 1990s, a new form of retailing diffused across that major sector of the United States economy. This method of retailing - which a group of us based at the Harvard Center for Textile and Apparel Research dubbed "Lean retailing" - fundamentally transforms how risk is borne among the distributors and suppliers of apparel and textile products. Lean retailing changes how all parties on a channel of distribution and production make decisions regarding core business decisions. This paper examines how lean retailing and supply chain restructuring has affected two different outcomes related to the larger policy debates about trade.
