Overview: This paper considers issues pertaining to national institutional disaster management systems, with particular reference to Ethiopia. It further describes the concept of "Humanitarian governance" and suggests that it may be an effective way of addressing some of the shortcomings of the current international and national responses to humanitarian crises. The concept of "Humanitarian governance" is introduced and explored in this paper as an organizing framework through which to consider the combined institutions, policies and processes that inform a country's understanding, response and prevention of disasters.
