Overview: Pandemic and health scares test a person's ability to predict, manage and communicate risk to the limit. Too many scares have come and gone for the average punter to worry unduly but, at the same time, there is a need to prevent and protect and to allay deep-seated fears. A process of careful planning and assessment and the establishment of expert figures who can, gradually, command a high degree of trust are essential to creating a system that is controllable and thorough.
