Overview: Over the past decade, California workers' compensation medical treatment costs have increased dramatically. Recent reforms call for the use of a medical treatment utilization schedule and the American College of Occupational and Environmental Medicine (ACOEM) occupational medicine practice guidelines (the Guidelines) to raise the quality of care, reduce unnecessary and ineffective medical treatment, and, as a probable result, rein in costs. Some system stakeholders, however, object to the use of guidelines because they place limitations on individual physicians' ability to make decisions based on "Clinical judgment.".
