Overview: Regardless of success in benefit estimation, citizen principals can have difficulty conveying preferences to agents who work for them in public agencies in a form that is meaningful to the public managers. This paper offers an alternative to formal benefit estimation. The paper explores the usefulness of contingent, public budget increment allocation as a tool to reveal citizens' values that are relevant to public decision-makers who manage environmental programs.
