Overview: The requirement that each Fire and Rescue Service in the United Kingdom (UK) should develop an Integrated Risk Management Plan (IRMP) was first proposed by Professor Sir George Bain in his report entitled "The Future of the Fire Service: Reducing Risk - Saving Lives," published in December 2002 and commissioned by the UK government. The UK government response to this proposal was the publication of a "White Paper" in 2003 that paved the way for new legislation on the UK Fire and Rescue Service.
