Overview: Performance measurement was initially introduced in Finland as part of the Performance Management system of the Government agencies and Ministries in the early 1990's. At the time, lot of emphasis was put to the performance of the Government service delivery. In the 2000's the focus has moved more and more to the effectiveness of the Government activities at the policy level. The Finnish Government has launched a new working method at the centre of Government, known as Programme Management. It is an attempt to overcome difficulties in identifying and handling of cross-cutting issues within the Government and making their management more effective.
