Overview: Business Rules Expert (BRE) was designed to help the IT department implement the rules defined by the business. When CA looked at the BPM market they realised that the processes and the rules were owned by the business and the business needed to be able to modify them on a regular basis. This meant that the tools used to develop the process and rules definitions should be designed to be used directly by the business users who were defining them. This has two major benefits: firstly, there is no translation process needed to go from definition to implementation, and secondly, probably more importantly, the management can see that the process and rules in production are what they defined.
