Overview: Similar to the private sector in the post-Enron era, today's government organizations face accountability and stewardship challenges like never before. In addition, government organizations confront these challenges from multiple stakeholders (service recipients, employees, funding authorities, communities, and taxpayers) who also demand increased service and at the same time increased efficiency. Balancing the often-conflicting goals of the different constituencies and driving performance results is an ongoing test. As a solution to accountability and results based performance, the Balanced Scorecard is a tool to articulate the organization's strategic goals and measure performance.
