Overview: A citywide health care system with three hospitals grew to incorporate 10 more hospitals in two states, swelling the total employee population to over 10,000. Not only did the volume of HR-related responsibilities increase, but the challenges changed. HR's administrative and executive staff of 100 was struggling to meet the competing transactional and strategic responsibilities for the 13-hospital system. The HR (Human Resource) information system wasn't providing the efficiencies and attendant savings that had been expected. Mercer met with HR's key stakeholders to target goals. It found that management wanted to work with HR in recruiting and also wanted policies and programs adapted to the needs of specific business units.
