Overview: The New England wholesale electricity markets are at a crossroads. Even with the implementation of New England Standard Market Design and after four years of bid based market experience, fundamental issues of market design and price signals remain unresolved. While New England's wholesale markets do not appear to be susceptible to the catastrophic failure that occurred in the California wholesale markets, there are serious concerns about the overall efficiency and fairness of the current price-setting market mechanisms.
