Overview: The overarching objective of the ILO is the promotion of "Opportunities for women and men to obtain decent and productive work, in conditions of freedom, equity, security and human dignity". Decent work is the converging focus of the four strategic objectives of the Organization, namely rights at work, employment, social protection and social dialogue. This paper is not a plan in the conventional sense of the term. It provides the overall framework in which the ILO assistance for promoting decent work in the Philippines will be provided over the next three years. This paper begins with an overview of the main challenges to be faced in promoting decent work.
