Overview: An array of proposals for health human resource planning has been made. And more are being completed for the Commission on the Future of Health Care in Canada. The challenge is to develop the means to assess them, rather than to add another one to the heap. This paper is intended to set out the kinds of questions that need to be asked about such work.
