Overview: Cambodia is still in the process of emerging from a severely traumatic post-crisis situation. Violence, domestic and public, remains endemic. Weak law enforcement exacerbates the situation, resulting in significant impunity, fuelled by corruption. Although important steps have been taken to establish a multi-party democracy and to address governance and human rights issues, Cambodia still needs to progress further towards a fully functioning democracy. The overarching goal of EC-Cambodia co-operation is to target poverty reduction in rural areas. The co-operation policy, outlined in this paper, aims to support the implementation of this and other EU policy objectives.
