Overview: Mali is a landlocked country structurally dependent on the regional and international economies; it has been severely handicapped by a very unfavorable international business climate. Mali's economy experienced combined shocks to which the government responded energetically so as to maintain macroeconomic stability and protect vulnerable population segments. The government of Mali expressed its determination to make the reduction of poverty its highest development priority. That determination reflects a twofold need: first, to make development efforts more effective for the poor; and second, to design new policies and instruments and take pertinent short- and medium-term measures to enable the government to make rational and effective use of domestic and external resources.
