Overview: The government agencies that are concerned with development activities at the macro level, particularly the National Economic and Social Development Board, the Ministry of Finance, the Ministry of Agriculture and the Ministry of Interior, should place more proactive emphasis on disaster prevention, as opposed to the reactive provision of post-disaster relief activities. There should be better planning, early warning and disaster prevention mechanisms in areas which are prone to serious flooding, and more emphasis should be placed on the protection of the lives and property of people in areas where flood and drought have frequently occurred or might potentially occur.
