Overview: Establishment of community-based small-scale no-take marine reserves is being used with increasing frequency in the Southeast Asian region. However, there is increasing concern that they are experiencing high failure rates. Many factors have been hypothesized to explain the reason for failures and successes including the intrinsic characteristics of the community, the level of project inputs and the characteristics of change agents assigned to facilitate the planning process. An empirical analysis of these hypotheses was conducted using a sample of 24 villages in North Sulawesi province of Indonesia where community-based no-take marine reserves were in the early phases of establishment.
