Overview: This paper investigates the functions of multilateral negotiations contributing to the resolution of ecological conflicts. The case study is global climate change. A conflict resolution systems framework organises the political preferences of a high power country and a low power regional alliance in United Nations (UN) environment and development negotiations. The analysis suggests that multilateral negotiations have multiple functions. The United States (US) is ob-served as an actor avoiding global environmental governance. From this high power perspective, the role and security of the nation state remains central.
