Overview: This paper introduces institutions as the independent variable in global climate change research. The questions it asks are how human institutions negotiate the uncertainties represented by global climate change, and specifically how regulatory institutions are influenced both vertically and horizontally. Indeed, it is institutions of government which will determine how scientific knowledge is received - whether it is regarded as credible, authoritative, timely, and persuasive.
